Both camcorders are of the same class, both make movies at standard Resolution (Not high definition) Sony offers little better zoom, other things are almost same. There are mixed reviews about the battery life of both camcorders and it lasts for 1 hour while making movie however you can plug it in and use it for as long as you want. Answer: The lowest the better
I normally use ISO 100 with my most shots for best quality images, lowest ISO need is only in low light, I try to control it with indirect lighting like bounce flash, however sometimes I have to use higher ISO to capture more light in an image. Both cameras are available on similar prices where Nikon D3100 offers a larger sensor, better color depth, and continuous focusing for videos. On the other hand the Canon Rebel T1i (EOD 500D) has slightly better shooting speed, Megapixels and a built in focusing motor due to which you can use all sort of low priced lenses with it. If you are intended to make videos from your DSLR then D3100 is a better pick due to the auto-focusing during video making however on the other hand if you are looking forward to increase your lens base then AFS lenses would be very expensive for you, its better to stick to Canon T1i.....
